8. New regulation on the collection, recycling and deposit on non-reusable beverage packaging, as the older regulation has been amended eleven times and there is a need of a more coherent regulation.
The regulation includes a new provision on the design of beverage packaging (Article 9 of the Regulation). The Article stipulates that beverage packaging on which a deposit is levied shall be marked with a bar code on a label on each individual returnable unit of packaging and the bar code shall fulfil the ISO/IEC 15420 standards. The bar code shall be placed vertically on the beverage packaging. The bar code shall be at least 80 % of the defined basic size of bar codes under international standards. Furthermore, beverage packaging on which a deposit is levied shall not be made of porcelain or ceramics.
9. It is necessary, in order to establish mechanised reception and monitoring of the reception of packaging on which a deposit is levied, to identify beverage packaging with bar codes. In 2011 a legal authorisation was inserted into Act no. 52/1989, stating that a provision for the labelling of beverage packaging could be set out in a regulation. Mechanised reception was rare in Iceland before 2008, with the exception of a period between 1990 and 1995 during which shops received packaging on which a deposit was levied. With increased technical advances and an increased need for monitoring the need for rules on such identification has become pressing. Such identification is possible by using bar codes on goods. In order for such monitoring to work effectively it is necessary to set out rules stating that all packaging on which a deposit is levied should have such markings and for them to be in legible form. Therefore references are made herein to international standards on the type and size of bar codes.
It is considered necessary to recommend a provision to ban the use of beverage packaging made of porcelain or ceramics because the intermixing of porcelain and ceramics with other recycling streams, such as glass, plastics and aluminium, is undesirable and can spoil the recycling of these materials.
