5. Draft interministerial Decree implementing Article 157(3) of Legislative Decree No 230 of 17 March 1995, as amended, laying down implementation methods, the contents of radiometric monitoring certificates and a list of the semi-finished metal products subject to radiometric monitoring.

6. Semi-finished metal products subject to radiometric monitoring.

7. - The notified draft contains provisions supplementing and correcting the Italian measure implementing Council Directive 2006/117/Euratom.

8. The notified decree specifies the implementation methods and contents of radiometric monitoring certificates and lists the semi-finished metal products which are subject to monitoring. Specifically, in addition to updating the identification codes of product categories relating to the list of semi-finished metal products in line with changes at international level, pursuant to Annex I to Legislative Decree No 100/2011, it specifies the contents of the radiometric monitoring certificate issued by qualified experts to the entities required to conduct the radiometric monitoring in question.
It also lays down several provisions regarding the mutual recognition of certificates from radiometric tests conducted on scrap metal or other metal by-products and on semi-finished metal products imported from third countries, carried out at the place of origin of the loads as part of customs procedures.
The adoption of this decree therefore concludes the provisional regime for the mandatory radiometric monitoring of the semi-finished metal products referred to in Article 2 of Legislative Decree No 100 of 1 June 2011, given that the relevant provisions are superseded and replaced by those in this decree as of the date of its entry into force.
The measure comprises 10 articles and two annexes. The articles are as follows:
Article 1 – Purpose and scope of application;
Article 2 – Radiometric monitoring criteria;
Article 3 – Radiometric monitoring implementation methods;
Article 4 – Radiometric monitoring certificate;
Article 5 – Staff responsible for carrying out radiometric monitoring;
Article 6 – Staff training;
Article 7 – Mutual recognition of certificates from radiometric tests conducted on scrap metal or other metal by-products and on semi-finished metal products from third countries;
Article 8 – Semi-finished metal products subject to radiometric monitoring;
Article 9 – Non-variation of fees;
Article 10 – Entry into force.
Annex I contains Form IRME90 – Accompanying document for importing scrap metals or other metal by-products and semi-finished metal products into Italy.
Annex II contains the list of semi-finished metal products subject to radiometric monitoring.

9. The need to adopt the notified interministerial decree, which concludes the provisional regime for the mandatory radiometric monitoring of the semi-finished metal products referred to in Article 2 of Legislative Decree No 100 of 1 June 2011, in order to take into account changes in the field of radiometric monitoring on scrap metals and other metal by-products and on semi-finished metal products to detect abnormal levels of radioactivity or any disused sources and to update the identification codes of product categories relating to the list of semi-finished metal products in line with changes at international level, pursuant to Annex I to said Legislative Decree, is explained in more detail in the preamble to the Explanatory Memorandum, which is attached to the notification under ‘Other texts’.
