This preliminary draft Decree of the Government of the Brussels-Capital Region amending the Royal Decree of 15 March 1968 laying down general regulations on the technical conditions with which motor vehicles and their trailers, parts and safety accessories must comply, and the Royal Decree of 10 October 1974 laying down general regulations on the technical conditions with which mopeds and motorcycles and their trailers must comply, is proposed in order to:
- make the necessary and complementary amendments (which fall under regional jurisdiction) to those currently being adopted by the Federal Government with a view to introducing technical requirements for the conversion of a internal combustion engine vehicle into a battery-powered or hydrogen fuel cell vehicle;
- introduce in Article 23ter an amendment to point 3 of section 1, specifying the procedure to be used for checking trailer hitches on personal and commercial vehicles;
- change the number of years before a vehicle becomes classed as classic in order to align with the Federal Government and Directive 2014/45;
- change the words ‘inspection certificate’ to ‘roadworthiness certificate’ as set out in Directive 2014/45;
- introduce the possibility of carrying out the control of fine particulate matter on vehicles in categories M2, M3, N2 and N3.
This preliminary draft, with respect to retrofitting, has been prepared in consultation with the Federal Government.

This preliminary draft Decree of the Government of the Brussels-Capital Region amending the Royal Decree of 15 March 1968 laying down general regulations on the technical conditions with which motor vehicles and their trailers, parts and safety accessories must comply, and the Royal Decree of 10 October 1974 laying down general regulations on the technical conditions with which mopeds and motorcycles and their trailers must comply, is proposed in order to:
