Outline of the directive of the Minister of Economic Development on the adoption, pursuant to Article 3, paragraph 4, of the Decree of the Minister of Economic Development No. 93 of 21 April 2017 on technical data sheets for the periodic verification of measuring instruments in service used for legal measuring functions.

6. This Directive shall apply to the periodic verification of the following measuring instruments:

a) systems for the continuous and dynamic measurement of quantities of liquids other than water such as liquefied gas type measuring systems for road transport (LPG distributors);
b) methane gas mass flow meters for road transport;
c) checkweigher-type automatic weighing instruments, used for legal measuring functions.

8. The outline of the Directive consists of 3 articles and 3 data sheets annexed.
Article 1 contains the subject matter and scope of the Directive and specifies the measuring instruments to which it applies.
Article 2 lists the annexes showing the procedures to be followed in the periodic verification of measuring instruments referred to in Article 1.
Article 3 defines the publication process of the Directive.

The annexes contain the supplementary sheets to those already contained in the above-mentioned Decree 93/2017 (Article 3, paragraph 4 of the above-mentioned Decree No. 93 of 21 April 2017, contains “Furthermore in order to standardise the technical procedures to be followed in the controls throughout the national territory and to better specify the requirements already contained in this Regulation, the Ministry of Economic Development may define specific directives, also with regard to specific technical standards”.): Annex I – Data sheet G: Systems for the continuous and dynamic measurement of quantities of liquids other than water such as liquefied gas type measuring systems for road transport (LPG distributors); Annex II – Data sheet H – Methane gas mass flow meters for road transport; Annex III – Data sheet I – Checkweigher-type automatic weighing instruments.

9. To standardise the technical procedures in the national territory for periodic verification of the instruments referred to in the technical data sheets reported. This directive adds 3 new annexes to those already defined by Decree 93/2017 and is set in a context which aims to homogenise the activities of the bodies carrying out periodic verification and to improve the effectiveness of controls by the competent authorities, in order to strengthen consumer confidence and to guarantee trade.

15. The content of the decree is consistent and aligned with the requirements of Ministerial Decree 93/2017; therefore, the decree is not expected to have a significant impact on operators in the relevant sectors and on the holders of the metric instruments in question.
