(EN) Adigital (Spanish Association of the Digital Economy) on 13-02-2026 On December 12, 2025, the Spanish Government notified the European Commission of the Draft Royal Decree regulating the legal framework regarding the obligation to promote European audiovisual works and linguistic diversity (hereafter referred to as Draft) in compliance with the TRIS (Technical Regulation Information System) procedure. The draft text had been previously submitted to a public information process by the Spanish Government in April 2024.
The Draft aims to develop Chapter II of Title VI of Spanish Law 13/2022, of 7 July, on General Audiovisual Communication (hereafter, AV Law), which transposes the Audiovisual Media Services Directive and, inter alia, establishes the obligation for Audiovisual Media Services to invest in European audiovisual works. Adigital, the Spanish Association of Digital Economy, appreciates the opportunity to provide input to this TRIS procedure. The attached document includes a series of comments we believe can help shape an effective and harmonized royal decree.
