8. The MLAR specifies the fire protection requirements for cable systems in escape routes formulated in Section 40 Paragraph 2 of the Model Building Code, as well as the routing of cables through fire-compartment walls and the functional integrity of electrical cable systems in the event of a fire.
9. The revised version of the MLAR has been substantially supplemented with more specific requirements for routing electrical cables for photovoltaic systems across firewalls or through projecting firewalls in the roof area.
Reduced requirements for the installation of fibre optic cables and coaxial cables in escape routes have been formulated, as have simplified regulations for the use of construction products and methods for which national certificates of conformity or European technical specifications are available.
The notification is made on behalf of the 16 states of the Federal Republic of Germany.
9a. The MLAR presents technical solutions for the planning, design, and execution of electrical installations, assuming compliance with building regulations regarding fire protection. The application of the MLAR as a technical building regulation has proven its worth in practice over many years.
9b. The need for regulation arises from fire protection requirements, which must be considered within the framework of building regulations. The ongoing technological development of building practices, technical regulations, and changing external conditions, such as those arising from the climate and energy transition, necessitate continuous adaptation of the notified regulation to such developments. This is particularly relevant in light of the increasing installation of photovoltaic systems on building roofs or the installation of fibre optic cables in building escape routes.
9c. The notified regulation makes provisions only to the extent necessary, that is, at the lowest possible level in the interest of hazard prevention. The newly included regulations, for example, regarding the installation of fibre optic cables, are designed as simplifications compared to the existing basic requirements. They are practical and clear for users in the field, while maintaining the current level of protection.
