2. Country: Sweden
3A. Department Responsible: Kommerskollegium
3B. Originating Department: Transportstyrelsen
4. Products/Services 2026/0589/SE - T00T - TRANSPORT
5. Name: Decision amending the Swedish Transport Agency’s general advice (TSFS 2024:17) on exemptions for journeys with long vehicles, vehicle combinations, or long indivisible loads.
6. Product/service details: Warning signs for long vehicles, vehicle combinations and long indivisible loads.
7. Notification under another EU act:
8. Executive Summary: That the height of the letters on warning signs shall be clarified in general advice TSFS 2024:17. This is done by introducing a minimum height of the letters as well as an exemption provision allowing the letters to be larger. However, subject to a restriction regarding the specified minimum distance from the border.
The proposal also aims to allow for a wider range of materials to be used for the border of warning signs and to limit the width of the border to a maximum of 5.5 cm, even if the sign is produced in a larger size than the prescribed minimum dimensions.
9. Short description of the basics: The aim of the proposal is to counteract the uncertainty that has taken hold in this area. The uncertainty stems from the fact that the provisions for the warning signs in question open up for different interpretations. This has led to uncertainty as to whether or not the warning signs manufactured actually comply with the requirements of the regulations.
The aim is also to capitalise on the material development that is taking place in the industry.
9a. Appropriateness of the measure taken to achieve the objective pursued: It is clear that the general advice in question is currently interpreted in different ways. The risk of uncertainty amongst manufacturers, haulage companies and at roadside checks is currently a reality. This creates legal uncertainty and a lack of uniformity in the application of the law.
The current proposal means that the scope for interpretation of the general advice, which has been perceived as unclear, now becomes almost non-existent, making it easier to apply.
9b. Necessity: The proposal is expected to affect, first and foremost, the authorities responsible for assessing applications for exemptions from the current provisions on vehicle length when transporting indivisible loads. Secondly, manufacturers, importers, sellers of warning signs, as well as those (companies, individuals) who carry out the relevant type of transport under a granted exemption, are affected.
The Swedish Transport Agency considers that the positive effect will outweigh the negative for those mentioned, compared with the current situation.
Furthermore, the amendment is considered to be the only way to address the problem, as the general advice as it stands can now be interpreted in different ways.
9c. Excessive burden in relation to the objective pursued: The general advice is not considered to impose an excessive burden.
