Provisions apply to those who apply to be accredited to carry out the inspection, testing and certification of gambling activities and to those who apply for a licence to conduct gambling activities as well as to those who are licensed according to the Gambling Act (2018:1138). The regulations contain the technical requirements that a gambling activity needs to meet in order to provide gaming in Sweden.

9. The purpose of the technical requirements is to enable players to assume that the games provided are safe and that they cannot be manipulated. In order to achieve a high level of consumer protection and a high level of safety in the game, it is necessary to ensure that gaming systems, and other functions important to the performance of the game, meet high safety requirements. This means that business systems should also be subject to technical requirements and inspection. However, the technical requirements must be related to identified risks. If the requirements of the technical regulations are not amended and are therefore too high, there is a risk that the authority may impose requirements that are disproportionate to the risk of the game and its impact on consumer protection. The extent of the requirements depends, inter alia, on the type of gambling activity concerned.
