This draft Decree implements Article 76 of Act No 2018-938 of 30 October 2018 to balance trade relationships in the agricultural and food sector and provide food which is healthy, sustainable and accessible to all, concerning categories of biocidal products that must not be placed directly under unrestricted sale to non-professional users.

9. These provisions aim to develop a procedure to prevent and reduce the exposure of the population and the environment to biocidal products and their impregnation by limiting the incentives for the unnecessary use of some targeted categories.

This aims firstly to maintain the effectiveness of these products and to avoid the development of resistance though discouraging their sale. Secondly, banning the unrestricted sale of certain categories of biocidal products will also make it possible to raise public awareness to the risks posed by these biocidal products and to provide the public with the appropriate advice.

These measures provide for these products to be ranked according to categories presenting various health and environmental issues.
