8. Tax rates for category M
The registration fee for category M vehicles consists of three parts:
1) the base amount of EUR 300, to which the following amounts shall be added
2) A CO2-based component, in which each gram of CO2 is taxed: 1-117 g/km = 5 EUR/g; 118-150 = 40 EUR/g; 151-200 = 60 EUR/g; 201+ = 80 EUR/g plus
3) the maximum mass component, starting from 2,000 kg for conventional cars, from 2,200 kg for plug-in hybrids, and from 2,400 kg for electric cars (4 EUR/kg). The limit of the maximum mass component is EUR 4,000 and EUR 4,400 for electric cars.
CO2 shall be calculated on the basis of the WLTP method. In the case of a NEDC car, it shall be multiplied by 1.21.
In the absence of a CO2 indicator, a reading close to WLTP shall be derived from alternative parameters (power, unladen mass, age, fuel type).
The charge for a fully electric vehicle is formed of the base amount and the mass component. The registration fee for a power-driven vehicle of category M1 the body type of which is, according to the traffic register, a house and the length of which exceeds 5,100 millimetres, shall be calculated on the basis of the rate of the registration fee for power-driven vehicles of category N1, without applying a multiplier of the rate of registration fee depending on the age of the motor vehicle.
Tax rates for category N
The registration fee for category N consists of two parts: the base amount of EUR 500 plus the specific CO2 emission component, which is found by multiplying each gram of CO2 between 1 and 204 grams per kilometre by EUR 2, each gram between 205 and 250 grams per kilometre by EUR 30, each gram between 251 and 300 grams per kilometre by EUR 35, and each gram between 301 and more grams per kilometre by EUR 40.
CO2 is calculated on the basis of the WLTP; if only the NEDC is available, the reading is multiplied by the coefficient of 1.3.

The registration fee is aimed at the target of Estonia to reduce the fossil energy use and emissions in the transport sector as soon as in the coming years, thereby contributing to reducing the negative impact on public health and the living environment. In terms of CO2 emissions, the Estonian car fleet is almost the oldest in Europe and the most polluting in terms of new cars. However, the aim is not to push the older car fleet out of use, as it is more beneficial for the environment and for the economy as a whole if every vehicle produced is used until the end of its useful life. In addition to the above, the aim is to steer the car shopping choices of people towards less environmentally burdensome vehicles, and to support the decision to stop using cars.
The fee was designed as a measure which contributes to a number of important climate-related objectives. It is important to note that climate policy objectives are achieved through a wide range of activities in which reducing the CO2 emissions and increasing environmental protection in the transport sector is only one of the components.
The registration fee is paid before the first registration of cars and vans in the Estonian traffic register. The fee is paid by the person who registers the vehicle. The vehicles already in the register are not subject to a charge; such vehicles are only subject to the motor vehicle tax, concerning which a parallel notification of a technical regulation has been made. This means that as of 1 January 2025, the registration fee shall always be paid upon entry of a new vehicle in the traffic register and upon entry into the register of a second-hand vehicle taken into use in Estonia (delivered from another country). The registration fee shall be paid only once per vehicle.
The registration fee replaces the state fee for the operations involving the categories of vehicles in question. The imposition of a state fee for a register entry shall be revoked when the registration fee enters into force.
The fee is based on existing registry data, with a few exceptions applied. The following shall be exempt from the fee:
1) power-driven vehicles registered as emergency vehicles in the traffic register;
2) motor vehicles belonging to diplomatic missions and consular posts of foreign states, special missions, representations or headquarters of international organisations recognised by the Ministry of Foreign Affairs, institutions of the European Union or agencies or authorities established on the basis of European Union law, diplomatic representatives and consular officers of foreign states accredited to Estonia, with the exception of honorary consuls, representatives of special missions and international organisations, as well as motor vehicles belonging to the administrative staff of diplomatic missions, consular posts or special missions;
3) power-driven vehicles which have been specifically rebuilt for the transport of persons with disabilities or for use by disabled persons.
