5. Approval of the new Regulation on the preparation, contents and estimated fees of studies of land reclamation works and water abstraction works with mandatory application to all public works and studies.

8. This regulation concerns hydrological studies (category 02) carried out for Land reclamation works (category 03) and Water resource storage and utilisation works
(category 04, which includes Dams, Small hydroelectric projects (SHPs), Conservation storage reservoir).
The general scope of this category of studies is to determine, on the one hand, the design flood discharges for the dimensioning and control of flood control
projects related to land reclamation works or water abstraction works (water resource storage and utilisation works), such as dams, small hydroelectric projects and conservation storage reservoirs, and, on the other hand, to determine the water potential of a catchment area, which is used in the context of the balance calculations for a water abstraction work.
The scope of this Regulation concerns the investigation of meteorological conditions and surface runoff, without addressing hydrogeology issues.
Thus, the hydrology study described in this Regulation basically concerns:
flood hydrology, specifying flood discharges from all types of catchment areas, which are used in the calculation of
land reclamation works and water abstraction works, including the determination of the probable maximum flood (or flood with an extremely high return period),
as well as water balance hydrology for the dimensioning and operation of the storage works of the studied water abstraction works, including the examination of drought and environmental supply issues.
9. 1. In accordance with Article 53(8)(d) of Law 4412/2016, as applicable: “By decision of the Minister for Infrastructure and Transport, issued following an opinion of the Technical Council for Studies of the Secretariat-General for Infrastructure and the Technical Chamber of Greece, based on the applicable technical specifications, a Regulation on Estimated Fees for Designs and Technical Services is approved...”.
2. Pursuant to Article 54(8) of Law 4412/2016, as currently in force: “In particular for works contracts, by decision of the Minister for Infrastructure and Transport, specifications and regulations relating to the method of construction of the works as well as the quality, composition and processing, use and control of the construction materials used in the works may be approved. Such decision may specify whether the established specifications are mandatory in all cases, optional, or apply as minimum standards.”

The existing specifications and regulations governing the drafting of studies date back to 1974 (Presidential Decree 696/1974 / Government Gazette A' 301 as amended by P.D. 515/89 /Government Gazette A' 219). During the time P.D. 696/74 and P.D. 515/89 have been in force, i.e. over 40 years, the advances in science, production know-how, and IT applications (technology) have significantly transformed all processes, timeframes and production quality for all categories of studies including hydraulic works.
4. It is imperative to upgrade the quality of studies, which serves as a guarantee for the skilful and cost-effective execution of works.
5. The first and decisive step in upgrading studies is to promote the development of modern specifications for study drafting, i.e. a modern drafting regulation, where the following are comprehensively set out: (a) Design criteria, (b) Recommended guidelines and estimated fees per study stage and category, (c) Detailed list of deliverables, (d) Their codification to facilitate correlation and retrieval, thereby streamlining the process of revisions, updates and adjustments, so that they can support a unified system for the drafting of specifications and cost estimation of works.

By document no D19 under protocol no ΔΑΕΕ/οικ.1500/25-11-2015 addressed to the former Directorate for Standards and Quality of the General Secretariat for Infrastructure, its cooperation and approval was requested for drafting new hydraulic specifications, under the competence of D19, by D19. Upon completion, these specifications will be forwarded to the aforementioned Directorate for Standards and Quality for further action.
7. According to document under protocol no ΔΚΠ/1326/27-11-2015 of the former Directorate for Standards and Quality, it is deemed appropriate that the services of the Secretariat-General for Infrastructure promote the necessary actions for the development of modern specifications for Hydraulic Studies and that the modernization of the existing institutional framework is necessary. The Directorate also expressed its intention to cooperate and contribute, within the scope of its competences, to the advancement of the required actions.
8. The regulation shall be mandatory for the preparation, contents and estimated fees of studies concerning land reclamation works and water abstraction works.
