5. Draft Royal Decree amending the Royal Decree of 28 February 1994 on the storage, placement on the market and use of agricultural pesticides, and banning certain herbicides for non-professional use

6. Plant protection products used as herbicides and intended for non-professional users, not including basic substances, biopesticides and low-risk substances.

8. The aim of this royal decree is to ban the placement on the market and use by non-professional users of herbicides posing the greatest risks to health and the environment. Doing so promotes products that contain the basic substances, biopesticides and low-risk substances.

9. Given that herbicides are the product category most widely used by non-professionals and that there are effective alternatives available, either alone or in combination, to replace the use of herbicides by non-professionals, it is important to quickly put measures in place to promote the use of products posing the lowest risk to both people and the environment, as well as existing alternatives.

12. This regulation is a priority measure under the 2018-2022 period – in the process of being adopted in Belgium – of the Federal Pesticide Reduction Plan. Quick adoption of this measure will prevent French users, who will be banned from buying these products in France as of 2019, from illegally purchasing them in Belgium.
