5. Order laying down the implementing rules for Decree No 2017-694 of 2 May 2017, as amended, on the protection of workers working on or contributing to the operation of rail or guided transport systems and rack railways.
6. The draft order applies to all actors in the rail or guided transport sector: railway undertakings, guided transport undertakings, infrastructure managers and businesses and self-employed persons working for themselves.

8. The draft order lays down detailed rules for the application of Decree No 2017-694 of 2 May 2017, as amended, on the protection of workers working on or contributing to the operation of rail or guided transport systems and rack railways.
Chapter I of the order lays down the provisions relating to the prevention of the risk of collision: provision of the necessary documents, certification of the training of workers, determination of the boundaries of the dangerous zone (see annex to the order), procedures for the announcement of traffic in the event of work on the tracks, measures to prevent risks associated with the use and preparation of vehicles.
Chapter II of the order lays down the provisions relating to the prevention of electrical risk: provision of the necessary documents, emergency switch-off or power-off procedures, determination of safety distances and characteristics of electrical risk zones, training and authorisation of workers, requirements for the prevention of risks of electric shock, lock out and tag out procedures, prevention requirements for work carried out under voltage or in the vicinity of live installations.
Chapter III of the order provides for a delayed entry into force of 18 months to allow industry stakeholders time to adapt their occupational risk prevention procedures and their safety management systems.
9. Rail and guided transport are complex systems whose interrelated and inseparable components are infrastructure, vehicles, operators, workers and operating rules. These systems use specific technologies that enable them to operate while meeting fundamental safety and operational continuity requirements.
The protection of the health and safety of workers working on rail or guided transport systems is thus the subject of special requirements and specific preventive measures designed to reduce occupational risks.
In a context of opening up to competition and social developments in the rail and urban transport sector in France, the draft order aims to define at regulatory level a common set of rules for the protection of the health and safety of all workers from the specific occupational risks of the rail and guided transport sector, by replacing the old legal bases that have become obsolete. The draft decree incorporates the prevention standards implemented by employers and workers in the sector in application of the requirements already laid down by the common law of the Labour Code and by European and national rules on railway safety.
