8. The proposal would lay down more detailed requirements for the annual written reports to be submitted by the concessionaire under the Gaming Act (xx/2025). The annual written reports include the action plan for the following year, the budget for the following year, the financial statements for the previous year, a report on the marketing of gambling for the previous year, a report on the development of gambling activities in the previous year, a self-monitoring plan and a report on measures to prevent and reduce gambling harm, as well as a report on irregular or suspicious betting, cases of competitive manipulation and measures to combat competition manipulation.
The action plan should describe the main plans and changes in gambling activities. The budget would indicate the estimate of revenue and expenditure for the following financial year. The financial statements of the previous year should include the profit and loss account, the balance sheet and the explanatory notes. The license holder should submit to the supervisory authority an annual report on the marketing of gambling services for the previous year, taking into account the matters specifically listed in the Regulation. The report on the development of gambling activities from the previous year should describe which of the key plans related to gambling activities and the granted licence have been implemented and which have not been implemented. In addition, the licence holder should submit a self-monitoring plan and a report of the measures taken by the licence holder to prevent and reduce gambling related harms in the previous year. There should also be an annual report on irregular or suspicious betting on the licensee's betting premises, suspected and established cases of competition manipulation and measures taken to combat competition manipulation.

9. The proposal would lay down the deadlines for the submission of the reports referred to in the Gambling Act (xx/2025) and the content of the reports. The reporting obligation would be imposed in order to ensure proactive, systematic and effective supervision of gambling activities.
The annual reports described above allow the Authority to assess the overall picture of activities before the start of the financial year. This would allow for the timely identification of possible risks, priorities and needs for targeted control. This Regulation would clarify the responsibilities of operators. At the same time, it would support the legality of gambling activities and the prevention of harm in advance.
