This Royal Decree updates the regulation of emergency communications through the single emergency number 112, making changes aimed at achieving a text that is consistent and systematic with the provisions contained in Article 74 of Law 11/2022, of 28 June, General Telecommunications Law, and incorporating the latest technological advances in this field.
In this regard, one of the main objectives of this regulatory provision has been to improve caller location information by incorporating the facility known as AML (Advanced Mobile Location), i.e., to provide emergency services with more accurate location information based on the caller's mobile terminal.
Furthermore, in accordance with the provisions of Article 74 of the General Telecommunications Law, this Royal Decree advances equivalent access to 112 for people with disabilities, ensuring equal access even when travelling from another Member State. It also promotes access to emergency services from electronic communications networks that are not accessible to the public and stresses the need for end users to receive adequate information on the existence and use of the single European emergency number 112, as well as on its accessibility features.
9. The main objective of the Royal Decree is to implement Article 74 of Law 11/2022 of 28 June, General Telecommunications Law, which has transposed into Spanish law Article 109 of Directive (EU) 2018/1972 of the European Parliament and of the Council of 11 December 2018 establishing the European Electronic Communications Code, which regulates the single European emergency number 112.
This Royal Decree is intended to achieve the following objectives:
(a) Ensure that the highest standards of access, integrity and continuity of the emergency communications service are maintained.
(b) Ensure that networks, installations and devices affected by this standard can successfully carry emergency communications to the 112 Emergency Response Service.
(c) Provide the most accurate location information available for emergency communications to the 112 Emergency Response Service.
(d) Ensure access to the 112 emergency response service by disabled end-users on an equivalent basis to other end-users
One of the main objectives of this standard is to implement the AML facility in Spain, i.e., to provide the emergency services with caller location information based on the mobile terminal.
This feature - caller location information based on the mobile terminal - was provided for in the Directive establishing the European Electronic Communications Code which states in Article 109(6) that caller location information for emergency callers includes network location data and, if available, caller location data from the mobile device.
