UNESDA Soft Drinks Europe would like to share its concerns regarding the following provision related to a potential future Belgian DRS: “The packaging waste collected by the deposit-return system is made available free of charge to the existing collection system organised and financed by the producer responsibility organisations for the packaging waste of household origin.”
This provision raises concerns from both a legal and competitive perspective. It conflicts with EU EPR principles, with EU DRS minimum requirements and with high-quality recycling objectives. It also represents a disincentive to invest in efficient DRS operations and risks restricting competition in the recycling sector.
Please find more details about our concerns in the attached paper.
We thank you in advance for taking our concerns into consideration and remain at your disposal for any further information or discussion.
