8. The draft Order on the energy and environmental performance requirements for residential, office or primary or secondary education buildings in metropolitan France defines the various regulatory requirements in terms of energy and environmental performance that apply to new buildings for residential, office, or primary or secondary educational use.
The main requirements relate to:
- limiting energy needs for heating, cooling and artificial lighting;
- limiting energy consumption in six consumption areas (heating, cooling, domestic hot water, lighting, auxiliaries and mobility of the building occupants) and limiting the impact on climate change associated with this energy consumption;
- limiting the impact of building components on climate change;
- limiting summer discomfort in the building.
Obligations to calculate other indicators and resource requirements are also imposed in order to ensure the significant impact of a practice.
Adjustments are provided for temporary constructions and for constructions and extensions with small surface areas.
9. By signing the Paris Agreement in 2015, France made an important commitment to the fight against climate change. This ambition was reaffirmed in the energy-climate law, which plans to achieve carbon neutrality by 2050; improving the energy and environmental performance of new buildings is an important part of achieving this objective.
This means reducing the energy needs of buildings, limiting the use of fossil or non-renewable energies and reducing the impact of building components on climate change (which often represents more than 50% of the impact on climate change of new buildings). In addition, it appears necessary to improve the summer comfort of buildings, firstly to ensure that they remain comfortable in a context of global warming and secondly to limit subsequent energy consumption associated with cooling.
The purpose of the draft Order is to set out in detail the requirements applicable to new buildings for residential, office, or primary or secondary educational use.
