8. The draft decree subject to this notification makes it compulsory to indicate the name of the brewer and the address of the place of brewing on the labelling of beers produced in France or on behalf of French operators.

If the operator is not the brewer, it also makes it mandatory to indicate the name and address of the operator.

9. The aim is to provide consumers with systematic information about the brewing place of beers in a context where the development of regional breweries is linked to the desire to consume local products. In 2019, the Bio Agency showed that 54 % of consumers who changed their purchasing habits favoured local products and that 84 % of the population paid attention to where the products they buy come from:https://www.agencebio.org/wp-content/uploads/2020/02/Rapport-Baromètre_Agence-Bio_Spirit-Insight-Edition-2020.pdf. However, some operators have third parties brewing beers whose labelling refers to a local origin. The indication of the name and address of the operator (which according to INCO is not the origin of the product) can then mislead the consumer because the beer is actually produced hundreds of kilometres away. In order to ensure the consumer is correctly informed, provision should be made systematically for the indication of the actual place of brewing.
Article 39 of INCO is also complied with. It has been proven that the quality of beers is dependent on the region of production because of the impact of the quality of the local water used. In addition, water is in fact considered as the primary ingredient of beers under Article 26 of the INCO Regulation. Brewers are also increasingly demanding with regard to the origin of other raw materials. The region of production therefore has a real impact on the quality of the product and therefore on the choice of the consumer.
