8. The conversion of a vehicle with an internal combustion engine into an electric vehicle (retrofit) is a promising measure in the context of making vehicles greener. This is because improving air quality is one of the Flemish Government's objectives.
However, this is a major conversion in which the safety of the passengers, the other road users and the emergency services, among others, must be guaranteed. Specific safety requirements must be drawn up in this respect.
An interfederal, official working group has been occupied with preparing regulations in order to make this possible, The working group has seen to aligning both federal and regional regulations, as well ensuring sector involvement.
On 22 May 2023, the Royal Decree of 19 April 2023 amending the Royal Decree of 15 March 1968 laying down general regulations on the technical requirements to be met by cars, their trailers, their parts and their safety ancillaries and the Royal Decree of 10 October 1974 laying down general regulations on the technical requirements to be met by mopeds, motorcycles and their trailers, was published in the Belgian Official Gazette.
This Royal Decree entered into force on 1 June 2023 and introduces the federal technical regulations regarding the conversion of a vehicle with an internal combustion engine into a vehicle with an electric engine or hydrogen fuel cell engine (also referred to as ‘retrofit’).
The regions, in turn, lay down regional regulations concerning the approval and technical inspection of such vehicles and the technical requirements for masses, which have already been subject to interfederal consultations at official level in preparation for the draft Decree.
This draft Decree establishes a scheme for converting vehicles from categories M, N and L1e to L7e with an internal combustion engine to a vehicle with an electric or hydrogen fuel cell engine.
For that reason, this Decree not only amends the Royal Decree of 15 March 1968 laying down general rules on the technical requirements to be met by cars, their trailers, their parts and their safety ancillaries (hereinafter: RD on technical requirements for motor vehicles), but also the Royal Decree of 10 October 1974 laying down general regulations on the technical requirements to be met by mopeds, motorcycles and their trailers (hereinafter: RD on technical requirements for motorcycles).
In addition, classic cars are also subject to the new regulation.
In order to ensure road safety, the maximum mass of the baseline vehicle should not be exceeded when converting a vehicle with an internal combustion engine into an electric vehicle.
9. These technical specifications are designed to ensure road safety. In addition, the aim is to contribute to making vehicles greener and reducing greenhouse gas emissions.
