8. The purpose of the proposal is to prohibit the placing on the market of herbal and fruit teas intended for infants or young children to which sugar or other sweetening ingredients have been added. Also envisaged is a label indicating that sugar and other sweetening ingredients should not be added during preparation or before administration. A further labelling requirement ensures that these products are only marketed if the label contains information as to the age from which they can be used after the age of four months.

9. A high and frequent intake of sugar is associated with the development of excess weight or obesity and the development of dental caries. Sugar-sweetened drinks provide energy without producing an adequate sense of satiety, and therefore promote excessive energy intake. In addition, constantly exposing teeth to sugary drinks increases the risk of dental caries. Therefore, the frequent consumption of sugary herbal or fruit teas can permanently damage the dental health of infants and young children.
According to medical and scientific societies, professional associations and specialised institutions dedicated to infant nutrition, no further intake of liquid is required in healthy infants who are breastfed exclusively or fed infant formulas. When beginning to feed an infant solid foods, the infant should be offered water in addition to breast milk, infant formula or follow-on formula to cover fluid requirements. Unsweetened herbal or fruit teas suitable for infants may be an alternative from this point onwards. Therefore, the labelling is provided with age information to ensure that these products are used only after the introduction of solid foods.
